At the APEC Summit Meeting in Singapore on November 15, 2009 many world leaders such as Stephen Harper and Barack Obama decided that they would postpone a legally binding agreement on climate change. The agreement is being postponed until 2010 or late; the agreement set ambitious goals for reduction in emissions and a fund to help poor countries to reduce emissions.
