
Governor General, Michealle Jean, referred to herself as the “head of state” in Canada twice during her Governor-General’s address at an executive meeting of UNESCO in Paris. Jean was promoting cultural diversity to help achieve international harmony, when she called herself the “head of state” in Canada. Stephen Harper was very quick to correct the Governor General in a statement made to Canwest News Services that Queen Elizabeth II is the head of state. Professor David Smith, of the University of Regina states that this has never happened before, and that it is history-making. Although some are justifying what Jean said, because she carries out the duties of the head of state, others claim that it is still incorrect.
