Smitherman for Toronto mayor?

Deputy Premier George Smitherman is said to be running for mayor of Toronto next year. However, Premier Dalton McGuinty insists a cabinet shuffle is not going to happen and that Smitherman is going nowhere.  Smitherman does not have to reveal his intentions until next January when individuals must declare their candidacy.
